Liberia’s 2023 Presidential and Legislative Elections

Liberians voted on 10 October 2023 to elect the president, all 73 members of the House of Representatives and one senator from each of the 15 counties. President George Weah and former Vice President Joseph Boakai advanced from an exceptionally close first round to a runoff on 14 November.

First-round presidential result

  • Registered voters: 2,471,617.
  • Total votes cast: 1,949,155 (78.9% turnout).
  • Valid votes: 1,834,516.
  • George Manneh Weah — CDC: 804,087 votes (43.83%).
  • Joseph Nyuma Boakai — Unity Party: 796,961 votes (43.44%).
  • Edward Appleton Jr. — GDM: 40,271 votes (2.20%).
  • Lusinee Kamara Sr. — ALCOP: 35,988 votes (1.96%).

Only 7,126 votes separated Weah and Boakai in the first round. Since neither ticket obtained an absolute majority, they proceeded to the runoff.

Presidential runoff

  • Runoff date: 14 November 2023.
  • Joseph Boakai / Jeremiah Koung — Unity Party: 814,481 votes (50.64%).
  • George Weah / Jewel Howard-Taylor — CDC: 793,914 votes (49.36%).
  • Winning margin: 20,567 votes.

President Weah conceded before NEC’s formal final declaration, helping secure another peaceful democratic transfer of executive power. Boakai and Koung were sworn in on 22 January 2024.

House of Representatives

No group won a majority in the 73-member House. The CDC won 25 seats, the Unity Party 11, the Collaborating Political Parties six, and the Movement for Democracy and Reconstruction four. Independent candidates won 19 seats; smaller parties shared the remaining eight. Eight women were elected, representing 11.0% of the House.

Senate

Fifteen of the 30 Senate seats were contested. The CDC won six, the Unity Party one, the MDR one and the Liberia Restoration Party one; six independent candidates were elected. One woman was elected among the 15 winners.
