A vacancy in the House of Representatives
Liberia held a representative by-election in Lofa County Electoral District 1 on 28 February 2017. The poll filled the vacancy created by the death of Representative Eugene Fallah Kparkar, who had represented the district for the Liberty Party.
Result
Francis Sakila Nyumalin Sr. of the Union of Liberian Democrats won with 3,149 votes, representing 32.0% of valid votes. William Tamba Kamba Sr. of the Movement for Economic Empowerment placed second with 2,996 votes, or 30.5%.
The National Elections Commission recorded 10,603 ballots cast: 9,832 valid votes and 771 invalid votes. Nine candidates contested the seat.
Complaint and certification
The NEC announced the result on 2 March 2017. MOVEE challenged the count, alleging that votes cast for its candidate had been classified as invalid in four precincts. The claim was not sustained and was later dropped. The NEC certified Nyumalin on 22 March 2017, after which he joined the House of Representatives.
Historical context
The result transferred a seat previously held by the Liberty Party to the ULD. It also came only months before Liberia’s October 2017 presidential and representative elections, in which Nyumalin subsequently contested the district on the Unity Party ticket.
