An overturned 2005 House result
The National Elections Commission voided the 2005 House election result for River Cess County Electoral District 1 after determining that the apparent winner, independent candidate Ronald Alexander Mitchell, had registered fraudulently. The original tally had credited Mitchell with 1,338 votes (23.9%).
Rerun election
To fill the vacant seat, the NEC held a new election on 13 May 2006. Because no candidate won the constitutionally required absolute majority, Elizabeth Pennoh Williams of the Unity Party and Charles Zarkpah Bartee of the New Deal Movement advanced to a runoff on 30 May.
Runoff result
Elizabeth Pennoh Williams won with 1,832 votes (56.5%). Charles Zarkpah Bartee received 1,413 votes (43.5%). All 19 polling places reported, with 3,245 valid votes recorded.
Source note
The preserved NEC page lists 122 invalid ballots and 3,362 total ballots. Those displayed figures do not arithmetically reconcile with the listed 3,245 valid votes, so Liberia Civic preserves the published numbers while flagging the discrepancy for further source review.
Why the runoff was required
The Carter Center reported that temporary 2004 electoral reforms allowing legislative winners by plurality had expired. The rerun therefore operated under Article 83(b) of the Constitution, requiring an absolute majority and a second round when no candidate reached it.
