Liberia held a contested general election in 1911, choosing Daniel Edward Howard to succeed President Arthur Barclay.
Presidential election
Daniel Edward Howard of the True Whig Party defeated James Jenkins Dossen. Dossen’s party affiliation is reported inconsistently: some later summaries identify the Republican Party, while the African Elections Database identifies the National Union Party. Liberia Civic therefore records the opposition affiliation as disputed pending stronger archival documentation.
Vice-presidential election
Samuel George Harmon was elected vice president alongside Howard. The new administration took office on 1 January 1912.
Legislative election
The 1911 contest formed part of a general election that also selected members of the national legislature. Candidate-level and constituency-level legislative returns have not yet been located in accessible sources.
Political and national context
The election followed the constitutional changes approved in 1907, which extended the presidential term to four years. It occurred while Liberia faced major questions involving foreign debt, financial reform, and the settlement of its international boundaries. A near-contemporary account also described persistent public concern about illegal voting, bribery, and weak enforcement during elections.
Historical significance
Howard’s victory ended Arthur Barclay’s eight-year presidency and began a new True Whig administration. Howard served from 1912 until 1920 and was re-elected in 1915.
