Climate resilience means preparing people, services, infrastructure, ecosystems, and livelihoods for changing risks while reducing the causes of future warming. Liberia’s priorities connect adaptation with agriculture, water, health, forests, coasts, settlements, transport, energy, and disaster preparedness.

Adaptation is local

Risk differs among counties, communities, ecosystems, and livelihood groups. Liberia’s National Adaptation Plan 2020–2030 and county climate baseline work provide national and subnational starting points, but projects should use current local evidence and community knowledge.

A practical resilience cycle

  1. Identify hazards, exposure, vulnerability, and existing capacities.
  2. Use observations, forecasts, maps, local history, and scenarios.
  3. Choose options that are effective, equitable, affordable, and maintainable.
  4. Assign responsibility, finance, timelines, and measurable indicators.
  5. Monitor results, disclose limitations, learn, and adjust.

Adaptation and mitigation

Adaptation reduces harm from present and expected impacts. Mitigation reduces greenhouse-gas emissions or increases removals. Forest protection, clean energy, efficient transport, climate-smart agriculture, and improved waste management can support both goals when rights and safeguards are respected.

Avoiding maladaptation

An intervention can move risk elsewhere, exclude vulnerable people, damage ecosystems, or create costs that cannot be maintained. Decisions should assess distributional effects, land and livelihood rights, long-term operation, and uncertainty before investment.
