Health Financing and Patient Rights in Liberia

Health financing determines how services, workers, medicines, facilities, and public-health programs are paid for—and how much financial risk falls on patients and families. Patient rights define the dignity, information, consent, privacy, and accountability people should expect when seeking care.
Following health money
Funding may include public revenue, donor and partner programs, facility income, household payments, employer support, and risk-pooling arrangements. A sound public record distinguishes budget allocation, release, procurement, expenditure, service delivery, and audited results.
Costs and exemptions
Patients should receive clear information about authorized fees, free or exempted services, receipts, and complaint routes. The Ministry of Health Service Delivery Charter states that children below age 12 are exempt from payment fees at public facilities; current eligibility, scope, and implementation should be confirmed with the facility or Ministry.
Patient rights
The Service Delivery Charter includes respectful and timely service, confidentiality, understandable information about health needs, medicines, procedures and referrals, compassionate care, and the ability to complain. Providers are expected to maintain confidentiality, obtain informed consent, deliver ethical care, and maintain a safe environment.
Consent and privacy
Patients should receive understandable information about proposed care, expected benefits, material risks, alternatives, and what may happen without treatment. Consent rules may differ in emergencies, for children, or where decision-making capacity is impaired. Health records and identifying information require protection.
Complaints and accountability
Concerns should be documented with dates, facility, service, receipts, and the remedy requested. The Ministry’s charter describes facility, district, county, and central routes for feedback and complaints. Serious danger, abuse, corruption, or professional misconduct may require the relevant regulator or lawful authority.
