Liberia’s Health System and How Care Is Organized

Liberia’s health system connects community health services, clinics, health centers, county and district hospitals, referral hospitals, laboratories, pharmacies, public-health programs, regulators, and training institutions.
Three levels of care
The Ministry of Health describes primary care as community and clinic-based services; secondary care as services offered through health centers and district or county hospitals; and tertiary care as specialized referral services. A patient may enter through community or primary care and be referred when more advanced diagnosis or treatment is required.
National, county, and district roles
The central Ministry sets policy, standards, and national priorities. County Health Teams oversee implementation, District Health Teams supervise facilities, and facility leaders manage day-to-day services. Community Health Assistants and Community Health Promoters extend health promotion and selected services closer to communities.
Public, private, and faith-based providers
Government facilities operate alongside private, faith-based, nonprofit, and community providers. Ownership does not by itself establish service availability, affordability, licensing status, or quality; each claim should be checked and dated.
What patients should verify
- Opening hours and whether the needed service is currently available
- Referral requirements, expected fees, and any exemptions
- Whether a practitioner and facility are appropriately licensed
- Availability of medicines, diagnostics, blood, oxygen, and transport
- Complaint, emergency, and follow-up procedures
