Legal Aid and Access to Justice in Liberia

Access to justice means people can understand their rights, obtain appropriate help, use fair procedures, participate meaningfully, and secure an effective remedy without discrimination or impossible cost, distance, language, or disability barriers.
Public defense
The Judiciary’s National Public Defense Program provides representation for indigent people accused of crimes and performs related access-to-justice functions. Eligibility, availability, assigned office, and scope should be confirmed directly with the Judiciary.
Civil legal help
Land, family, inheritance, labor, debt, business, housing, identity, and administrative problems may require different courts, agencies, lawyers, legal-aid organizations, mediation, or community processes. Criminal public defense should not be assumed to cover every civil dispute.
Barriers to justice
Cost, travel, delay, language, literacy, disability, lack of documents, fear, stigma, unequal power, and limited legal services can prevent people from using formal systems. Solutions include public defenders, legal-aid clinics, mobile services, plain-language information, interpretation, accessible courts, and accountable alternative dispute resolution.
Preparing to seek help
- Write a clear timeline with names, dates, locations, and the remedy sought.
- Preserve original contracts, receipts, notices, messages, photographs, and court papers.
- Record deadlines and hearing dates immediately.
- Ask about fees, eligibility, confidentiality, conflicts of interest, and who will handle the matter.
- Do not sign or surrender original documents you do not understand without reliable advice.
Verifying a lawyer or service
Confirm professional authorization, office identity, service scope, fee arrangement, receipt, complaint route, and whether confidentiality applies. Liberia Civic will not treat social-media advertising or an unverified directory entry as proof of authority to practice.
