Corrections is responsible for lawful custody, safety, humane treatment, rehabilitation, and preparation for reintegration. Liberia’s Bureau of Corrections and Rehabilitation operates under the Ministry of Justice alongside probation and parole functions.

Detention status matters

People held before trial have not been convicted and must not be treated as convicted prisoners. Records should distinguish police custody, pretrial detention, sentenced imprisonment, juvenile placement, probation, parole, and other lawful orders.

Rights and humane conditions

The Constitution prohibits torture and inhumane treatment. Lawful detention should protect life, dignity, health, sanitation, food, water, contact with counsel and courts, and safeguards for women, children, older people, persons with disabilities, and people with medical or mental-health needs.

Probation and parole

Probation may allow court-ordered supervision in the community, while parole concerns conditional release under applicable law and authority. Eligibility, decision-making, conditions, supervision, violation procedures, and review must be verified from current legal and institutional sources.

Rehabilitation and reintegration

Education, vocational training, health and mental-health care, family contact, documentation, housing, employment support, restorative approaches, and community preparation can reduce harm and support lawful reintegration.

Accountability and prison data

Useful reporting distinguishes facility capacity, actual population, sex, age, legal status, length of detention, admissions, releases, deaths, illness, complaints, inspections, and reporting date. Individual records require privacy and due-process safeguards.
