Liberia Since 2018: Democratic Change and Unfinished Peace

Since the departure of UNMIL in 2018, Liberia has carried full responsibility for national security and democratic institutions while confronting economic pressure, public demands for accountability, health emergencies, infrastructure needs, and the unfinished work of reconciliation.

A post-peacekeeping republic

The end of the UN mission marked confidence in Liberia’s progress, but peacebuilding did not end. Local early-warning networks, justice institutions, civil society, journalists, women’s organizations, youth leaders, and community mediators continued working to prevent violence and strengthen public trust.

Elections and transfers of power

Senatorial elections and a constitutional referendum were held in 2020. Presidential and legislative elections followed in 2023. Joseph Nyuma Boakai won the presidential runoff, and George Weah conceded, producing another peaceful transfer of power in January 2024.

Public expectations

Citizens continue to demand jobs, reliable electricity, roads, schools, health care, justice, transparent concessions, responsible management of public money, and stronger local government. Digital media has widened civic participation while also increasing the speed of misinformation.

Accountability and reconciliation

Debate continues over implementing Truth and Reconciliation Commission recommendations and establishing mechanisms for accountability. Any record of these processes must distinguish enacted law, proposed legislation, official policy, court action, and political promises.
